Sure, you can do this via the GoldMine installation wizard in your workstation's control panel's programs area.

Of course, GoldMine 2013 doesn't support office 2016, however, so you may want/need ...

it sounds like someone messed up your core database (maybe reset it entirely?) since the alerts are kept in the INFOMINE table and the sync settings are kept in SYNCSITE and GSSITE and so on...
