I need to set the Security level to low in order for some things in QuickBooks to work, but I can't find where to set it for NON-ADMIN users?

If I log in as admin, I can edit the settings(Custom Level and Default Level is not greyed out), when I login as non-admin users to terminal server - it's greyed out and i can't do anything.

I know that it's somewhere in group policies but i can't find where.

So I need give non-admin users a rights to modify "Custom Settings" or I need to set so non-admin users has 'LOW' level of security.

Any ideas how to do that?

Thanks
