What does the yes/no toggle for the Group Sync do?

There is a group sync yes, no (defaults to no) on the group tab for in import. I don't know what this is for, i.e. when it should be set to yes and when it should set to no.

Can someone shed some light ont his.

GoldMine gives you the same option. The thinking seems to be that, because you may be syncing only a subset of the database, you'll also be syncing a subset of the Members of Groups. And in some cases, remote Users prefer just to make their own Groups.

The only time a decision about whether or not a Group is to sync can be made is when the Group is created. It just has to do with the way the data is stored. So, whatever decision you make about syncing when you create a Group, that decision will stick for the life of the Group. Of course, if you delete a Group; and then check/uncheck the sync box before building the Group again, your sync decision will hold, because you are effectively re-creating that Group from scratch.

so syncing is strictly for remote users syncing up, not the syncing the group with the database?

That is correct. Too bad they decided to use the same word to mean two completely different things, isn't it?
